Start by preheating your oven to 350 degrees.
Brown the ground beef, drain fat and add seasoning package/water if needed.
Spray a 9 by 13 baking dish and add a thin layer of ground beef.
Start by layering in the tortillas until you've fully covered the bottom of the pan. I cut them in half to make them fit better and put the flat edge out.
Next layer on half the refried beans. You may have to heat the beans up to allow them to spread more easily. This part is a little tricky because the tortillas want to move, but you've got it!
Next layer on half the ground beef.
Followed by a layer of queso or cheese! You can decide how much you want here.
Repeat the steps, starting with layering the tortillas.
Once everything is layered, bake for about 20 minutes.
Add toppings of choice and enjoy!
